The miniature railway COULD become a paying proposition, without any increase in passenger numbers, if expenditure on premises or land was reduced.

Miniature railway could return to Angus as £150,000 lease renewal considered

Kerr's Miniature Railway had operated at West Links in Arbroath since 1935 but closed in 2020 due to dwindling numbers.

The heart says "that would be lovely". The head asks "how would passenger numbers increase / it be made a business case?"
